Unable to Login to the Enterprise Capture Client Due to an Oracle Certificate that has Expired on 11/12/2017 (Doc ID 2340039.1)

Symptoms

All users are unable to login to the WebCenter Enterprise Capture Client due to an Oracle Certificate expired on 11/12/2017.  The error that occurs is:

Compatibility view error

When examining the browser more carefully, there are Browser Certificate warnings:

Java Application Blocked
Application Blocked by Java Security
Reason Your security settings have block an application signed with an expired or not-yet-valid certificate from running.
Click More Information

Some users are able to continue working by adding the Oracle Capture Client Bundle Certificate to the Java security Exceptions List.  Users logged into Citrix cannot continue, even after adding it to the exceptions list.
