Exalogic Virtual: Getting "Failed to create job" Popup When Creating, Starting (or) Stopping Guest vServer From EMOC

In Exalogic Virtual racks, Issue of unable to create new vServer, stopping & starting of existing vServer from EMOC is seen.
Attempts to create, stop, start vServer fail with "Failed to Create Job" popup dialogue without Job getting submitted.
Restarting the control stack does not fix this issue.
Restarted control stack and then checked but no change. Guest VM was not able to start or stop using EMOC.
Below error message is seen in emoc.log at the time of the issue.
