On WebLogic Server 12.1.3 - Unique UOO messages delivered in batches to a JMS Bridge configured with UDQ for source and target destinations but JMS Bridge fails to recognize the active UDQ members and prepare unique UOO association with in the available member destinations.

JMS Bridge initially acting as producer and sending messages to distributed queue (targeted to cluster with managed servers ms1, ms2, ms3 and ms4). Unit-of-Order routing defined in Distributed Queue from console as Hash and Load Balancing as round robin. Now user shutdown ms2, ms3 and ms4. After servers are brought down, user creates a new batch of UOO messages and pass on to JMS Message Bridge. JMS Message Bridge fails to process the messages with UOO association is made to the available member destinations.
