Symptoms

WebCenter Sites unresponsive to login or for REST requests. Many threads blocked "waiting to lock (a com.fatwire.wem.sso.cas.cache.MultiTicketStorage)"

After some time, WebCenter Sites becomes unresponsive.

Thread dumps indicate that many threads are blocking on CAS ticket processing:
