Symptoms

After the UCP (Universal Connection Pool) was configured for a Tomcat application using JDBC 12.1.0.2 and a face test was done, the system was put in production with the next errors reported in the logs:

WARN ] 2017-11-16 01:21:21,044 [POLICY_APP_SHARED_TIMER] org.hibernate.engine.jdbc.spi.SqlExceptionHelper - SQL Error: 29, SQLState: null
[ERROR] 2017-11-16 01:21:21,048 [POLICY_APP_SHARED_TIMER] org.hibernate.engine.jdbc.spi.SqlExceptionHelper - Exception occurred while getting connection: oracle.ucp.UniversalConnectionPoolException: All connections in the Universal Connection Pool are in use

The number of max connections was increased as an effort to resolve the issue, but there is the concern that the pool will continue to grow and hit the max level.
