All forms which execute reports get the error:

FRM-47700:"Failed to start the JVM"

after upgrade to 12c Forms and Reports from 11.1.2.2.0 (11gR2)

The <LD_LIBRARY_PATH> variable was set to wrong pathing values due to an unknown cause.
