Vendor Search in the WFR Web Verifier Client is Very Slow and Resulting in Timeout Errors (Doc ID 2346454.1)

Symptoms

Performance is slow on WebCenter Forms Recognition Web Verifier.  Upon hitting the URL, the project file takes 45+ seconds to load.  Accessing a batch takes 10-15 seconds.  Performing a Vendor Search can cause a "Request timed out" error.  This happens for all users.  The browser is Internet Explorer 11.

None of these issues occur in the Verifier client.

Is there advise on how to increase performance for Web Verifier and resolve the vendor search timeout?
