XA Transactions Are Started After Graceful Shutdown Causing Delay (Doc ID 2348275.1)

Graceful Shutdown takes a long time even when there are no active XA transactions. With following set:

JTA timeout - 1200
Graceful shutdown timeout - 1800

the shutdown goes all the way to the JTA timeout and the server state get changed to FAILED.

Note: <Patch 20415191> will resolve issue only if the transactions are non-XA. If there are XA transactions delay can still occur.
