When Resetting a Password in APEX The Link in Email Does Not Work as Intended

Symptoms

When attempting to use the reset password link in EMAIL,
the following error occurs.

Session state protection violation: This may be caused by manual alteration of a URL containing a checksum or by using a link with an incorrect or missing checksum. If you are unsure what caused this error, please contact the application administrator for assistance.


STEPS
-----------------------
1. Click on reset password link in APEX.
2. Close out of the browser window.
3. Click on link in the EMAIL.


BUSINESS IMPACT
-----------------------
Due to this issue, users cannot reset their passwords manually for APEX.
