Scheduled Jobs FAST_OPTIMIZE_CAT_TAGS and REBUILD_OPTIMIZE_CAT_TAGS Failed with the Error: DRG-10502: index CAT_TAGS does not exist (Doc ID 2351097.1)

After upgrading the database from DB 11.2.0.3 to DB 12.2.0.1, the jobs FAST_OPTIMIZE_CAT_TAGS and REBUILD_OPTIMIZE_CAT_TAGS are failing with errors.

SQL> exec DBMS_SCHEDULER.RUN_JOB('FAST_OPTIMIZE_CAT_TAGS');

Getting the error below:
