BPM Web Form Table Does Not Work Properly In Runtime (Doc ID 2351250.1)

Symptoms

Created a table in web form and set it min = 10 rows and max = 10 rows (i.e.  fixed 10 row table).
In BPM composer, the web form table works as what expected.
However, when the web form is ran from Business Process Workspace (That is, initiate process by user), the table does not work as in BPM composer.
Table row is set to min = 1 which is different to the web form run in BPM composer.
