After performing the steps mentioned in "5.3 Oracle Identity Manager High Availability Configuration Steps" in HA Configuration Guide (https://docs.oracle.com/cd/E40329_01/doc.1112/e28391/iam.htm#ASHIA6088), the database security store "join" operation fails with the following error.

./wlst.sh $MW_HOME/Oracle_IDM1/common/tools/configureSecurityStore.py -d $MW_HOME/user_projects/domains/<DOMAIN> -c IAM -p <PASSWORD> -m join
Error: Failed to join security store, unable to locate diagnostics data.
Error: Join operation has failed.
