After performing the steps mentioned in "5.3 Oracle Identity Manager High Availability Configuration Steps" in HA Configuration Guide (, the database security store "join" operation fails with the following error.

./ $MW_HOME/Oracle_IDM1/common/tools/ -d $MW_HOME/user_projects/domains/<DOMAIN> -c IAM -p <PASSWORD> -m join
Error: Failed to join security store, unable to locate diagnostics data.
Error: Join operation has failed.
