WebCenter Forms Recognition RTS Instances Is Not Processing Batches in State 200

Symptoms
Using multiple WebCenter Forms Recognition (WFR) RTS instances, 1 Import, 9 OCR-only, and 3 "Rest" instances (Classification through cleanup; 200-800). All three "Rest" instances stopped processing batches in 200 (OCR Successful) state. No errors in the log, but there are many instances of "Check batches for further processing" message appearing in the H_ logs.

The RTS instances are checking batches for further processing, but something is failing and restarting that step three times. Opening the batch in Designer and attempting to process has no issues. If a 200 batch is changed to a 250 state, the "reclassify" job picks it up as expected and moves it to the 300 state. It will then sit in the 300 state without being picked up by the "rest" instances.
To workaround the issue, it is possible to take an OCR-only RTS instance and enable the 200-800 states. This would allow the batches to process as expected.
Is there a restriction on how many "Cleanup" Processes can monitor a single db-batch job?
