Symptoms
On : 12.2.1.3.0 version, Installer & Upgrade
When attempting to run oid_setup to create an instance in OID12c,
the following error occurs.
The issue can be reproduced at will with the following steps:
1. Follow OID Installation Steps
2. Run RCU to populate ODS Schema
3. Run config.sh to create a collocated OID Install
4. Run oid_setup() to create OID Instance Error Occurs
