Cannot Import LDIF File Integrating WCS 12.2 with LDAP Server (Doc ID 2355183.1)

Symptoms

Unable to import the LDIF generated by the Sites LDAP configurator.  Encountering the error:

'Import LDIF' has encountered a problem

Error while importing LDIF - Referral [ldap://local/DC=testdomain, DC=local] already processed

Error while importing LDIF - Referral [ldap://local/DC=testdomain, DC=local] already processed
javax.naming.LinkLoopException: Referral [ldap://local/DC=testdomain, DC=local] already processed; Link Remaining Name: 'null'
