Oracle Web Services Manager (OWSM) Policies Do Not Remain Attached After a WebCenter Content (WCC) Server Restart

Symptoms

WCC server accessed through a soap WSDL request.

Prior to making the request, a OWSM policy is attached to the WCC GenericSoapPort.

The request will succeed until the WCC managed server is restarted.

After the restart the request will fail.
