"Page Not Found" Error Viewing a Portal and "Internal Error" Attempting to Access the Pages While Administering the Portal After Upgrading WebCenter Portal From 11g to 12c

Symptoms
When attempting to access the home page of a Portal, the users receive a page not found message.
Administering the portal gives you control of everything but the pages. Attempting to access the pages returns Internal Error.
ERROR
Viewing the Portal:
Page Not Found...
The page you have requested is not found. Check Server Side Log Messages.
Administering the Portal and attempting to access the pages:
Internal Error
STEPS
The issue can be reproduced at will with the following steps:
- Connect to WebCenter Portal.
- View the affected portal.
- Here you will get the "Page Not Found" error.
- Go to Administer the Portal.
This works. - Now try to access the Pages Tab while administering the portal.
This returns "Internal Error".

Upgraded WebCenter Portal from 11g to 12c.
