[Java SE] Java WebStart Appliations Fail after Windows Registry Command Changed from 'javaws' to 'jp2launcher'

Symptoms
Java WebStart applications fail to launch with any of the following versions:
- Java SE 8u152-b34
- 8u161 or higher Java 8 patch update
- 9.0.4
Whereas, the same WebStart applications run successfully in older Java 8 and 9 releases.
This may occur when the Registry is used to invoke Java WebStart directly, say, from a JNLP file. For example, when one application opens the JNLP file from another application and uses the command from the Registry directly to invoke Java WebStart.
Changes
The problem can be seen after updating Java SE 8 to 8u152-b34 or 8u161 or later, or by updating to Java SE 9.0.4.
