With Tuxedo 12.2.2 RP020 TMQFORWARD Server Crashed and Queue Went Into Insane State

Symptoms

User applied Tuxedo 12.2.2.0.0 RP020.  Unfortunately, this patch caused problem so when WS client sent message to in-memory queue the TMQFORWARD server will crash and cause queue goes to insane state.
