Symptoms

Attempting to install and configure a new Identity Management (IDM) with Oracle Internet Directory (OID) 11g environment fails with the following error:

[ERROR] [] [oracle.as.provisioning] [tid: 103] [ecid: <ECID>] DIP-00021: maximum LDAP connection retry count reached.
[2018-01-24T12:18:20.947-02:00] [as] [ERROR] [] [oracle.as.provisioning] [tid: xxx] [ecid: <ECID>] DIP-00022: Connection to LDAP server failed.
