Unable To Create Configuration In OTD 12c-Error OTD-63150 Configuration File Could Not Be Created (Doc ID 2358234.1)

While trying to create configuration in OTD 12c, getting the below error from EM console. But No indication from Admin Server log.

Started the nodemanager and admin server with non-root (otdadm) user. Able to start the configuration, but Not able to create the new configurations.
