ClassNotFoundException When Trying To Access Default Form For a New 12c Forms Install

Symptoms
Test Form and a simple test applet fail with the following error when run from a new install of Oracle Forms 12c (12.2.1.3.0) on UNIX.
JRE 1.8.0_151 installed on desktop.
OR the following error:
java.io.FileNotFoundException: C:\Program Files\Java\Cache\#.#\##\filename.lap (Access is denied)
An existing install of Oracle Forms 12c (12.2.1.3.0) on a different UNIX server works from same desktop.
STEPS
-----------------------
1. Run the URL:
http://host:port/forms/frmservlet fails with documented error.
2. Error occurs, but does not occur if a form is run from a different server.
3. The issue does not occur if the above URL is run from a different desktop.
4. Issue occurred with the latest JRE installed.
5. The issue did not occur if the form was run as an administrator.
