When Using JRE 1.8.0_161, Japanese Input Is Delayed and Corrupted Compared with Previous JRE Version

Symptoms
After upgrading the JRE version to JRE 1.8.0_161, when you input Japanese full-width Japanese (IME) into Text Item Field, it behaves differently compared with the previous version.
For example, the following behavior can be seen as an example. There are other differences that can be seen depending on Forms and JRE settings.
Example 1: Multi-line set to "No" on Text Item
- Character display in Text Item Field is delayed, compared to keyboard input
Example 2: Multi-line set to "Yes" on Text Item
- When entering a value, a blank is displayed first in Text Item Field.
When the the SPACE key is pressed, "Hiragana" style is converted to "Kanji" and displayed.
This issue does not occur with lower version of JRE (e.g. JRE 1.8.0_151)
This issue occurs with both 11gR2 and 12c.
