IAM-7130125: Users Unable To Search Catalog Due to CATALOG.CATEGORY_COUNT_OPTION System Property

Starting OIM 126.96.36.199.170718 bundle patch or OIM 188.8.131.52 users are getting this error when they try to search the catalog:
This issue is not happening due to special characters as there are no special characters used in the search.
The issue can be reproduced with the following steps:
1. User logs into Identity console
2. Request Access
3. Catalog - Search all - search for string such as test (no special characters) and the error mentioned above is thrown.
The issue does not happen for the xelsysadm user and happens to only some of the users.
CATALOG.CATEGORY_COUNT_OPTION property value is causing this issue.
