After Applying Weblogic PSU, Managed Server Doesn't Start Via Node Manager And Failed With weblogic.management.ManagementException: [Management:141266]Parsing Failure in config.xml (Doc ID 2360301.1)

Symptoms

After installing WebLogic Server 10.3.6.0.170718 PSU, managed server does not start when using Node Manager.

It fails with:

weblogic.management.ManagementException: [Management:141266]Parsing Failure in config.xml: weblogic.descriptor.DescriptorManager.setDescriptorMacroSubstitutor(Lweblogic/descriptor/DescriptorMacroSubstitutor;)V

Managed Server successfully start by running startManagedWebLogic.sh script.
