OUD11g Clients Receive "Result Code: 1 (Operations Error) Additional Information: The entry null specified as the search base does not exist in the Directory Server" when Searching the RootDSE (Doc ID 2362837.1)

Symptoms

On OUD11g, when attempting to return ldapsearch data the following error occurs.

ERROR:

 "result=1 message="The entry null specified as the search base does not exist in the Directory Server" nentries=1 etime=0"


The issue can be reproduced with the following steps:
$ ./ldapsearch -p <LDAP_PORT> -D "cn=<DS_ADMIN>" -w <PASSWORD> -b "" -s one objectclass=\*
dn: cn=OracleContext

cn: OracleContext
objectClass: orclContext
