Symptoms

Accessing a Oracle JCS through web browser works. However with the same credentials, while trying to establish the connection from JDeveloper 11.1.1.7.1, it was failing with error :

Testing Cloud-Admin ... failed.
  listApplications failed.
  Check username, password, data center, identity domain, service name.
  Check cloud sdk location & version: Tools->Preferences->Oracle Cloud
  Check proxy settings: Tools->Preferences->Web Browser and Proxy
