ODI 12c Standalone Agent "Config.cmd" Configuration Wizard does not Recognize JAVA_HOME (Doc ID 2363662.1)

When creating an Oracle Data Integrator (ODI) 12c domain for a Standalone agent using the Configuration Wizard (config.cmd for Windows), the wizard fails with the following error message:

The jdk D:\Program Files\Java\jdk1.8.0_144 is not accessible. Please set appropriate JAVA_HOME and run again.
'D:\Program' is not recognized as an internal or external command, operable program or batch file.

After setting the JAVA_HOME to a valid Java Development Kit (JDK) directory, the above error still appears.
Example :
SET JAVA_HOME=D:\Program Files\Java\jdk1.8.0_144
EXPORT JAVA_HOME=D:\Program Files\Java\jdk1.8.0_144

Note: The above error may occur with any type of installation and domain - not only a Standalone agent.
