Error "Run-time error '429' Occurs When Opening WFR Designer after Installation (Doc ID 2364347.1)

Symptoms

After installing WebCenter Forms Recognition 11.1.1.8.0 on a Windows 2008 R2 server, Designer returns an error when opening stating:

Brainware Distiller Designer

Run-time error '429':
ActiveX component can't create object

The InstallHistory.log file reports failure to register 75 files/components. In all cases, it fails to find the "C:\Windows\Temp\regres.txt" file. Some logging of this appears as:
