Getting Unparseable Date Exception - java.text.ParseException (Doc ID 2364519.1)

Symptoms

This issue was observed after an upgrade from WebCenter Sites 7.6.2 to WebCenter Sites 11.1.1.8.0 patch 15.

When searching for a user in the WEM Admin UI, and clicking on additional pages, the Admin is unable to search for / navigate to the user.
When this is attempted, the bottom of the list of users displays a "Loading..." message and the logs report 'java.text.ParseException: Unparseable date: "2017-11-15T17:02:05Z"'.
