On : 11.1.2.3.0 version, Adaptive Risk Manager

ACTUAL BEHAVIOR
---------------
When creating a user in mixed case and registering the users OAAM KBA challenge questions, upon login the user is asked to register their KBA questions again.

EXPECTED BEHAVIOR
-----------------------
When the user is created in OAAM and has registered their KBA questions, upon subsequent logins they should not be asked to register their KBA questions again.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Register a new user with OAAM
2. Register the users new KBA questions
3. Login again and the user is asked to register their KBA questions again.

OAAM user registration is failing to process KBA Questions and Answers
