Page Cache Not Working as Expected with Templates Configured to Cache Pages (Doc ID 2367064.1)

Symptoms

The behavior is like this:
  -- when hitting the pretty-url/Vanity URL for some pages, it takes between 5 and 15 seconds until a response is returned from Sites -> not good
  -- when hitting the long URLs for some pages, the response is between 1-3 seconds -> good
