Symptoms
On : 11.1.1.8.0 version, WebCenter Sites | Community
When trying to access the Community Gadgets WEM application, it will display "Starting application..." and nothing is being loaded after that. The CG status page shows some errors as follows:

Configuration error - Failed to initialize runtime: facility DatabaseFacilityImpl. See logs for details.
Runtime error - CacheValidator failed. Error: com.fatwire.cos.ex.CoSServerException: com.fatwire.cos.ex.CoSServerException: com.fatwire.wem.sso.SSOException: Failed to acquire TGT. HTTP response code 500.
