Federated Coherence Cluster TMB Connections Entering Connection Migration Fail to Reestablish

Symptoms
A customer using federated cluster and has experienced that connections repeatedly migrate even though the network appears to be functional. The TMB (TCP message bus) stalled connection detection kicks in, closes, and tries to migrate the TMB connection to a new TCP connection. While the new TCP connections are established and the TMB handshake completes the connection is soon (5s later) declared as stuck again without having made any apparent progress after then handshake. This can be identified in the logs due to the presence of a message containing "Timeout while delivering a message".
