Symptoms

When exporting a newly created Data Store to a csv file, it is being created with permissions of 640 (-rw-r-----). with ‘oracle’ user to the  "../products/app/data/edq" directory.  The group is assigned as oinstall.  Because of this, users that are not in the oinstall group are unable to access this file.  As the "oracle" user, creating a file in the same directory results in the creation of a file with permissions of 644 (-rw-r--r--).  These files can be read by "other" users.

For example:

-rw-r--r-- 1 oracle oinstall 0 Feb 21 07:00 test   (file created by oracle user directly in this directory)
-rw-r----- 1 oracle oinstall 6437852 Feb 21 08:38 PRODUCT_BATCH_DQ_REPORT.csv (export file created by the EDQ export)

As a user that is not in the install group (and not user oracle):

$ cat PRODUCT_BATCH_DQ_REPORT.csv
cat: PRODUCT_BATCH_DQ_REPORT.csv: Permission denied

Why are the permissions different, and how can other users access this file?
