SQL Developer GUI Windows Not Appearing Completely And Options Are Not Visible (Doc ID 2372428.1)

Symptoms

This is a new install of SQL Developer on Windows environment. While starting SQL Developer and opening "New Connection" Option to create new connections, the GUI window is not painted completely. Also, options do not appear to choose values.  It appears as if GUI hangs.
