One Of The Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3) Is Not Able To Connect OID Ldap On SSL Port

Symptoms
On : Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3) version, Authentication Engine
1. OAM has High Availability setup. <OAM_HOSTNAME_1> AdminServer and Managed server1.<OAM_HOSTNAME_2> Managed server2. Both Managed servers are part of single cluster.
2. When one of the server is active end users notice long time to authenticate (60-90 seconds). It also results in error intermittently.
ERROR

"Oracle Access Manager Operation Error
No message for An internal ObError exception was caught.\nError Messages:\n%1\nStatus Messages:\n
Contact your website administrator to remedy this problem." error in their browsers.
At same time OAM Server logs shows following errors.

oracle.security.am.common.policy.common.response.ResponseException: oracle.security.am.engines.common.identity.provider.exceptions.IdentityProviderException: OAMSSA-20027: Could not get user : cn=<USER_ID>,cn=Users,dc=<COMPANY>,dc=com, idstore: <ID_STORE>, with exception: oracle.igf.ids.IDSException: Operations error: entity=cn=<USER_ID>,cn=Users,dc=<COMPANY>,dc=com op=read mesg= AdditionalInfo: LDAP Error 2 : loadBalancer:SSLPort.
