SOA 12c OPSS Schema Password Update Issue

Symptoms
On : 12.1.3.0.0 version, Fabric
OPSS Schema Owner Password Invalid ORA-01017 Invalid Username Password Logon Denied.
modifyBootStrapCredential command, 1st time it will fail with ORA-01017 error and 2nd time it works.

Internal Exception: java.sql.SQLException: ORA-01017: invalid username/password; logon denied
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Update DB pwd
2) Untarget related DataSource, Update DataSource pwd, Target related DataSource
3)The above works for all SOA-INFRA DB accts, except OPSS.
For OPSS, after running the modifyBootStrapCredential command, 1st time it will fail with ORA-01017 error and 2nd time it works.
