Metadata Upload not Working in 12c (Doc ID 2378274.1)

Symptoms

Metadata upload not working in 12.2.1.3.0. Same metadata works fine in 11g. Error on upload is as below


ERROR

Error while loading metadata. Verify the file contents before saving changes.

From log we can see below error
