Scroll Bar Not Working With Forms 12.2.1.3.0 (Doc ID 2379531.1)

Symptoms

 When attempting to scroll down with the mouse using a scroll bar the scroll bar will only move about half way.  Scrolling does work when using the up and down arrow or Page Up or Page Down.
