Migrating existing Workflow policy from one OIM environment to another using deployment manager deletes/overwrites the existing rules in the existing workflow.

For example, the Create User Policy, has Rule A, B & C. After importing the Policy with Rule "A" and "B" alone, the import is removing the entry for Rule "C".
