Images That Were Migrated From IPM 10g Are Not Readable In The WebCenter Content: Imaging Viewer (Doc ID 2380513.1)

Symptoms

After configuring the IPM 10g Migration Client to export the images, certain images are exported as 0 KB. The only way to resolve exporting as 0K is to change the setting "Burn In Annotations = True".  After this Flag is set to true, images are exported from 10g, but after import into 11g, they are not readable or blurred in the Imaging Viewer.  This happens in both the Basic and Advanced Viewers.
