"Could not connect to FTP server" Error when Executing OdiFtpGet in ODI 12c (Doc ID 2382974.1)

Symptoms

The OdiFtpGet tool is successfully executed in an Oracle Data Integrator (ODI) 12c environment. This tool connects to the FTP server using a username and password:

OdiFtpGet "-HOST=<REMOTE_HOSTNAME>" "-USER=<REMOTE_USER>" "-PASSWORD=<ENCODED_PASSWORD>" "-REMOTE_DIR=<REMOTE_DIRECTORY>" "-REMOTE_FILE=<REMOTE_FILE>" "-LOCAL_DIR=<LOCAL_DIRECTORY>" "-LOCAL_FILE=<LOCAL_FILE>" "-PASSIVE_MODE=YES"

The above is exported from this environment and imported into a second ODI environment.

When executing the tool in the second environment, the execution fails, and the following error is received:

org.apache.commons.vfs2.FileSystemException: Could not connect to FTP server on <REMOTE_HOSTNAME>
