"Could not connect to FTP server" Error when Executing OdiFtpGet in ODI 12c (Doc ID 2382974.1)

Symptoms

The OdiFtpGet tool is successfully executed in an Oracle Data Integrator (ODI) 12c environment called "ENV1". This tool connects to the FTP server using a username / password:

OdiFtpGet "-HOST=RemoteFTPServer" "-USER=RemoteFTPUser" "-PASSWORD=MyEncodedPassword" "-REMOTE_DIR=RemoteFTPDir" "-REMOTE_FILE=RemoteFile.csv" "-LOCAL_DIR=LocalDir" "-LOCAL_FILE=LocalFile.csv" "-PASSIVE_MODE=YES"

The above is exported from ENV1, and imported into another ODI environment, ENV2.

When executing the tool in ENV2, the execution fails, and the following error is received:

org.apache.commons.vfs2.FileSystemException: Could not connect to FTP server on RemoteFTPServer
