NIO Conversion Failed on file names with unicode characters. (Doc ID 2383255.1)

Symptoms

On : 12.2.1.3.0 version, WebCenter Sites

We recently patched to PS3 and performing NIO conversion, but while NIO conversion it failed and
the following error occurs.
