Symptoms

Patch 26860993 which is 12.2.1.2.180116 PSU fails to install with bellow exception:

Patching component oracle.wls.admin.console.nonen, 12.2.1.2.0...
UtilSession failed: Check if library regeneration is needed with error message: com.oracle.cie.gdr.libraries.LibraryException: com.oracle.cie.gdr.utils.GdrException: Failed to apply xml diff to component definition <MIDDLEWARE_HOME>/inventory/Components/oracle.wls.libraries/12.2.1.2.0/compDef.xml
Log file location: <MIDDLEWARE_HOME>/cfgtoollogs/opatch/opatch2018-03-01_11-38-44AM_1.log
