JMS Messages Created From Admin Console Not Honoring RedeliveryLimit Set On The Queue (Doc ID 2387702.1)

Symptoms

Messages created using Admin Console (JMS Queue -> Monitoring -> Show Messages -> New) do not honor the RedeliveryLimit set on the Queue.

When RedeliveryLimit on the Queue is anything higher than -1 the setting on the Queue must override the Message Sender's RedeliveryLimit setting. This condition fails when a message is produced using Admin Console.
