Symptoms

Upgrading ADF Domain to 12.2.1.3 fails at readiness check if Forms and Reports 12.2.1.3 Binaries are installed on target Middleware_home.
On Source 12.2.1.1 Middleware_Home, Forms and Reports Domain and Generic ADF Domain is configured.
On Target 12.2.1.3 Middleware_Home below Binaries are installed

Running 12.2.1.3 Upgrade Assistant(ua) readiness check against 12.2.1.1 ADF Domain failed on Forms component.
