Cannot add new UDF to OIM - ADF_FACES-60097 and 60096 and Dataset is not open

Symptoms

 Getting ADF_FACES-60097 and 60096 errors in UI as well as 'Dataset is not open' errors in the oim diagnostics log when adding UDF

Changes

 Changes were made to the hostname of the JDBC datasource due to database server HW change.
