ACTUAL BEHAVIOR

When you attempt to create an error notification rule in ESS, the schedule drop down list is empty.

EXPECTED BEHAVIOR
-----------------------
There should be a list of schedules available for selection.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to EM Console -> SOA -> soa-infra -> (right-mouse click) -> SOA Infrastructure -> Define Schedules.
2. For application EssNativeHostingApp(V1.0), click Create to define a schedule.
3. Now go to SOA Infrastructure -> Error Notification Rules.
4) Observe no Schedules found in drop down list.
