"Connecton refused from server" message in Jdev, when doing lookup users to assign user to a role (Doc ID 2389898.1)

In jdeveloper, when doing the identity lookup operation , to assign users to roles , the following error is seen in a popup screen

"Connection refused from server"

But in the Application Server settings, the connection is fine and the server can be seen running
